Hydro-Québec to file a report with the Régie de l’énergie on its 2023 distribution activities

Hydro-Québec has prepared a report on its 2023 distribution activities to be filed with the Régie de l’énergie in accordance with the Act to simplify the process for establishing electricity distribution rates.  

Grouped into eight documents, the information addresses the quality of electricity service, the company’s performance in terms of customer service and the investments made in the power system.

Highlights

Improving the quality of electricity service: the number one priority

In November, Hydro-Québec released its Action Plan 2035 – Towards a Decarbonized and Prosperous Québec, which makes improving service quality its top priority. To offer customers a more reliable, simpler and affordable service, Hydro-Québec will invest $4 to $5 billion a year to ensure the reliability of its assets, taking climate change into account.

Adjusted and unadjusted system average interruption duration index

The unadjusted system average interruption duration index (SAIDI) for distribution activities was up from 2022, mainly due to the intensity of the ice storm that particularly affected Montréal, the Outaouais and Laval on April 5, 2023. The event alone accounted for 59% of the unadjusted SAIDI. Deducting the days when major weather events occurred yields an adjusted SAIDI that is only slightly higher than the previous year, up 3%.

Energy efficiency – more important than ever before

In 2023, Hydro-Québec continued to broaden its portfolio of energy efficiency initiatives. The Distributor developed the new LogisVert Efficient Homes Program (launched in January 2024) to promote efficient heat pumps and central heating with electric thermal storage (with or without a heat pump). Through financial incentives, the program supports the implementation of energy efficiency measures by targeting a range of customer groups, including homeowners who are renovating or purchasing new efficient equipment, businesses that are installing geothermal heat pumps or electric thermal storage systems, and businesses that are installing energy-efficient appliances in new builds.

Hydro-Québec is also pursuing its substantial energy efficiency efforts aimed at business customers through the Efficient Solutions Program, which also provides financial assistance to commercial and institutional customers for the installation of heat pumps and the efficient modernization of their industrial processes.
