Hydro Québec publishes the recommendations of the Honourable François Rolland regarding its collection practices in certain Indigenous communities

Montréal – Hydro‑Québec is releasing the recommendations of the Honourable François Rolland, received today following his review of bill collection practices in certain Indigenous communities. Mr. Rolland was mandated in November 2024 to conduct an objective review that considered the historical context of these practices, the objectives of economic reconciliation and the principle of fairness toward all customers. 

Hydro‑Québec notes that several of the recommendations are already being addressed through initiatives being carried out in collaboration with communities. 

As part of its economic reconciliation efforts with First Nations and Inuit in Québec, Hydro‑Québec has undertaken a number of initiatives, in partnership with communities, to better support customers and adapt certain practices. These efforts include customer support measures, energy efficiency initiatives, and the development of solutions tailored to the realities and needs identified by the communities concerned.  

Hydro‑Québec will now review these recommendations, which can be consulted here. Some of them will require an in-depth analysis to assess their impacts, feasibility and alignment with Hydro‑Québec's responsibilities to all its customers, while respecting the role of the Régie de l’énergie.
